Street Cafe

A licence is required for a street cafe. This is to ensure that it is properly set up, licensed and operated so that it benefits the business and does not cause a problem for other users of the street.

Street cafes not on privately owned land must be licensed by the council as the Highways Authority. Three factors are taken into account when considering an application:

  • The amount of space your cafe will remove from the public highway
  • How your proposed cafe will look when it is up and running
  • The effect it may have on local residents, workers, shoppers and visitors

Apply for a licence using the link on the right. Ensure you have read the guidance notes below before completing the application form.

The form takes about 10 minutes to complete online and you can monitor your progress using the progress bar at the bottom of the screen.

Fees

On application
A flat rate of £185 is payable on application plus £55 per sq metre taken up by the licensed area on completion of the licence (including VAT where applicable).

Renewals
Licences must be renewed every two years (with full costs applicable)

Refunds
£125 will be returned if your application is unsuccessful, the remainder retained to cover administration costs. If you withdraw you application we will not refund any of the fee.

Please note: licences will be seasonal.

Guidance notes for completing the application form

  • You must include the following with your application:

  1. A receipt showing payment of the fee or a cheque made payable to Bracknell Forest Council.
  2. Public liability insurance.
  3. Liquor licence (including any conditions/undertakings).
  4. A location plan – sketch a plan indicating the area on the highway in which the café equipment would be placed, relating it to your premises, and the position of any street furniture such as lamp columns, sign posts, bollards etc. Show dimensions where possible.
  5. Layout – sketch a plan showing the layout of your café items within the area indicated in Part E above.

  • If your application is successful you will be required to enter into an agreement with the council to place items on the highway under the provisions of the Highways Act 1980

  • You will be required to provide Public Liability Insurance to the value of £5 million and where necessary, extend liquor licences to cover the licensed area. More information on these requirements will be provided if your application is successful

  • Enforcement action will be taken against any person who places items on the highway which have not been licensed by the council
