Local Transport Planning

Introduction

The Government’s White Paper on integrated transport was published in July 1998. This paper introduced the new Local Transport Plans (LTPs), which have replaced the Transport Policies and Programme process.

Local Transport Plan (LTP) 2001-2006

The first Local Transport Plan, LTP 2001-2006, was adopted in 2001. Since its adoption, LTPs have been used to allocate funds to highway authorities for transport spending as part of each authority’s total budget. Although LTPs have to show spending over a five-year period, many of the goals and aspirations will take considerably longer to achieve. Funding is allocated on the strength of the overall strategy and progress made towards the declared objectives of the LTP.

Local Transport Plan (LTP) 2006-2011

Traffic calming in RingmeadThe second Local Transport Plan was published in 2006. This is the most up-to-date transport policy document.

The LTP vision is;

“To deliver an effective, efficient and sustainable transport system focusing on the needs of those in the local area, providing choice and reducing congestion whilst maintaining the network in an optimum condition, recognising the location of the Borough in the heart of the Thames Valley”

The plan focuses on five objectives:

  • Maintaining our local roads
  • Improving road safety
  • Reducing peak hour congestion
  • Providing better access to essential services
  • Improving public transport

The LTP looks to deliver against these objectives and identifies the projects and programmes the Borough Council will be working on in the coming months and years. It also sets out how the Borough Council intends to monitor progress.

Accessibility Strategy

Cycling in Swinley ForestThe Local Transport Plan is accompanied by the Bracknell Forest Accessibility Strategy, which considers access to key services in the Borough. In particular, this looks at access to health, employment, education and fresh food. The strategy identifies that currently the Borough has good access to most services by means other than the car. There is an issue with access to hospitals. The strategy has identified the key issues. Over the next five years the Borough Council will be monitoring accessibility and looking to identify schemes and initiatives that will be implemented to improve these situations for our residents.

Strategic Environmental Assesment

Monitoring and Delivery

Local Transport Plans have traditionally been monitored through Annual Progress Reports. These reports have reviewed target and scheme delivery progress over the last financial year as well as covering how much of the local transport plan financial allocation the Council has spent along with the Council’s own money and developer contributions. A329 into BracknellThe Delivery Report acts as the final progress report. It shows how the Borough Council has learned from its experience of past scrutiny, performance and assessment and gives a useful synopsis of the last five years' performance.
