Role and Key Tasks

The role of the "Champion" was established by the Council on 21 July 1999 when it agreed to appoint Councillor Thompson to the position of Pensioners' Champion. The position was created to give a positive focus to the Council's ongoing commitment to ensuring that full consideration was given to the needs of local pensioners in all aspects of the Council's activities. Accordingly, the postholder was to have specific responsibilities for liaising with local pensioners and their representative organisations and representing their views to the Council across all aspects of the Council's activities.

Based on experience from what Councillor Thompson has done in the role, the following purpose and key tasks have been identified for the Council's Champions:

Purpose of Role

To act as a positive focus for the local community at elected Member level in respect of the relevant section of the community or range of activities designated by the Council so as to ensure that full consideration is given to the impact of Council activities and decisions upon the section of the community or range of activities.

Key Tasks

  1. To make contact with local organisations concerned with the designated section of the community or range of activities and to establish effective and regular consultation arrangements with those organisations.
  2. To represent the views of such organisations to the Council, Executive, Overview & Scrutiny and other Committees and to officers in all relevant aspects of the Council's activities.
  3. To act as an advocate on behalf of the relevant section of the community or range of activities within the Council as an organisation and to the wider community.
  4. To become familiar with the needs and priorities of the relevant section of the community or range of activities concerned and to weigh up interests expressed in order to provide sound advice on the implications of alternative courses of action.
  5. To feed back decisions of the Borough Council and to explain the Council's position on specific issues of concern to representative organisations and to individuals involved.
  6. To publish an annual report on work undertaken over each year for consideration by the Council.
